I do believe the rule might be reiterated in Manual of the Planes. I also rememeber clerical spells to raise planar creatures. They were a level higher in general. My copy is AWOL at the moment so I can't check up on these for you.

Actually the spell might have been called "Raise Outsider" so it might not help you. Elementals being somewhat different than Outsiders. I'm not entirely sure that I've ever heard of the phrase "Native Elemental" before. This is splitting hairs but you should be aware of it if your talking with your DM about it.

I don't have my book with me, but doesn't it state specifically that even though you are an elemental you can ressurected. I believe I read this somewhere in the text describing elemental perfection.
 

If anything, the Elemental Savant is treated like a called elemental, not a native outsider.

It specifically says the Elemental Savant is "hedged out" by a Magic Circle against X spell. Magic Circle only "hedges out" summoned or conjured creatures.

It also points out that "Elemental Perfection is not without cost".

I don't have FRCS or MotP, so I'm not sure if it specifically addresses elementals or just outsiders... but in the face of T&B and Core Rules, I'd say no raising for the Elemental Savant.

Tha Main FAQ talks about how Monks can be raised from the dead because they started life as a mortal.

Since the same would be true of an Elemental Savant, I would allow them to be raised from the dead as well. No need for the Raise Outsider spell.

Given how much of a monkey's paw the 10th level of Elemental Savant can be, you don't need to go searching for new ways to hose the player.
