I was wondering the same thing myself. PDF downloads for sale are pretty common now, and paying for downloads of other kinds of programs has been going on for much longer.

This is the first pdf I have ever payed to download. As far as paying to download anything, it's my second item.

It's well worth the money. I will be basing a mini-campaign off of this system in the future to see if my players like it.
