Elite & Solo Monsters

I cannot find rules on creating Elite and solo monsters in the DMG or MM. I can find the descriptions of what elite and Solo monsters are. I have read Elite monsters take place of 2 regular monsters, but not what I have to do to a regular monster to make it elite.

I am creating a city based campaign and will have less combats a day and need to create challenging combats with small numbers of monsters/people. The PCs cannot always be ambushed by a large group. Using elites and solo's will be crucial in setting this up.

Read pages 172 through 188, or so, of the DMG.

Also, you can always have them run into higher level people, too. It's good to keep up a decent number of combatants, even if one of them is a solo.
