I know there has been a thread out there offering elven translation, but I don't have the time to go looking for it. I was wondering if anyone can help me translate the phrase "flowing life" into elven.

No, Quenya (sometimes Qenya) is one of the approximately dozen LANGUAGES in the Elvish language family that Tolkein created.

It is no more a "dialect of elvish" than Latin is a "dialect of romance".
