Empowering spells or powers

If you empower a spell or a power do only the variable effects get changed (like a fireball doing 10d6*1.5) or constant numbers as well (manifesting power resistance so you would get a resistance of 12+manifesterlevel * 1.5)

Isn't ther example still magic missile? At any rate it is everything * 1.5, so with magic missiles it is (1d4+1) * 1.5 for each one.

The feats both specifically say "variable numeric effects". Only the parts you roll for are affected. Both also specifically say that Saving Throw DCs and opposed checks are NOT affected.

Only variable numeric effects are increased, however any number that is added to the variable is considered to be part of the variable. (Magic missiles do 1d4+1, so the variable is considered to be 2-5, not 1-4).

A power or spell that gives a set effect with no variable is not increased.
 


What confuses me is that the feat Empower Power says that an empowered power affects half again as many targets as the normal spell so that would mean a spell that affects for example say 10 people now affects 15 people. That is not a variable affect but in the feat's description it states that that aspect of the power is empowered.
Any thoughts on that?

Yeah - the important part of the Empower Power ability is highlighted below:

The number of targets is only appropriate if it's a "variable, numeric effect" of a power.

For intance, if you manifested a power which forced 1d4+ML targets to make will saves or suffer some horrible fate, then (1d4+ML)*1.5 targets would be affected.

If, instead, a similar power forced all targets in a given radius to make will saves or suffer some horrible fate, Empower would have no effect on the number of targets, as they are no longer a "variable, numeric effect" of the power.

Make more sense?
