Just for a clarification on the Key Phrase. Should it be the NPCs key phrase or should the Key Phrase somehow embody the personality NPC? If that makes any sense...
 

Do all of the NPCs need to be that CR, or just the main one? ie, would the kidnapper in your example that provides the plothook for the parent have to be in the same CR range as the parent?
 

Good questions...

Mark... I'm surprised I didn't mention this sooner... The Key Phrase should be integral to the background of the NPC. If you want to make it something the NPC says... that's up to you... but the Phrase should play an important role. Sorry about missing that rather important bit of information.

Felix... The main NPC needs to be CR 0 to 2. Your other NPCs can be other CRs. I would, however, caution that if you make your other NPCs too high... it will limit the usefulness of your plot hook. There is one way to work around this problem. You can provide more than one version of the "villain"... For Example, you could provide versions that are CR 2, CR 5, CR 8.
