my players will be on a quest to find a "ring thief" that was last seen at a local tavern, The Staggering Peasant. they'll have a mini sherlock holmes kind of deal where they will have to interrogate various patrons of the tavern in order to find information about the thief. once they get all of the clues, they'll find the thief in one of the corners of the bar...at which point the thief will flee out the back door into an alley.
the thief has stolen a magical ring that gives the wearer the ability to duplicate himself. i have a couple of ideas for the encounter but i wanted your opinions on what i've setup thus far and how best i could represent it in monster form.
1. duplicate thief into multiple forms of himself - as in, the same guy just mirrored...maybe each duplicate has a different ability or something. this was my first thought but my second thought might be a little more dynamic...
2. duplicate thief into multiple forms of different kinds of monsters - so in this scenario, the ring thief has maybe infused the ring with some dark magic and found a way to mirror himself into monsters with various abilities. so maybe the encounter would be a controller/minion kind of deal with each minion being different. as for defeating the thief, they would have to weaken him by destroying the minions...
***that last bit is taken from a well known villian, but i dont want to put up any spoilers here so i'll just leave it be***
so what do you guys think? how should i design this encounter? what monsters would be good to use?
i also plan on having drunk people out in the alley making attempts to distract the players by asking them for money and hanging on them when they get close (kinda like Fable or Assassin's Creed for xbox).
and finally, the players will most likely want to use the same power that the ring thief has for themselves, even though the quest is to retrieve the ring, not use it...but my players will want to use it. i dont want to deprive them of that, so i plan on saying that the ring can be used, but not in the same way because the thief was a master in the arcane (or something). i found this item via DDI compendium that i think works nicely:

This chapeau appears as you wish, changing you and your equipment as it transforms. Price: 5,000 gp Item Slot: Head Property: While using this item’s power, gain a +5 item bonus to Bluff checks to pass off a disguise. Power (At-Will • Illusion): Standard Action. You gain the appearance of any humanoid race of the same size category as you. Your clothing and equipment alter appearance to reflect this change. The illusion does not alter sound or texture, so a creature listening to you or touching you might detect the illusion.
i'll just modify the name of course, but you get the idea.
