Encounter Powers out of an Encounter

For example during an short rest:
Can the Cleric use his healing word power to boost the healing surges of his comrades?
How often can he do so?

If there is a little more time: Just use it, rest 5 minutes use it and so on? Or at will regardless of time? or not at all?

Out of combat characters can use encounter powers once every 5 minutes. So yes, he needs to rest 5 minutes, then he can use them again, after which he needs to rest 5 minutes again if he wants to use them in the next encounter...

Except that some powers can be used twice per encounter, such as Healing Word, in which case such powers can be used twice every five minutes (use twice, take a short rest of at least five minutes to recover encounter powers, use twice again, take another short rest of five minutes, use twice again, etc.)

So yeah, with a 10 minute rest your party can get a lot more healing with a cleric (or warlord) around.

True, but you still would have gotten alot more healing out of those healing surges by resting and letting the cleric/warlord use healing word....
