Encounter Powers out of Combat

I probably overlooked this either in the books or here in the forums, but do we know what the recharge time is on encounter powers when (if they can be)used outside of combat.

In particular, a player was asking me about his Eladrin's Racial Teleport ability. Can they use this to assist in getting to the top of a castle wall (if its in range and they can see a landing spot)? Can they use it to cross a chasm? Ect.

Another question:
Immobilized: Being immobilized doesn’t prevent
you from teleporting. If you were immobilized
because of a physical effect, such as a creature grabbing
you, you can teleport away and are no longer
immobilized or restrained, if applicable. If you were
immobilized because of an effect on your mind or
body, teleporting does not end that effect; you’re still
immobilized when you reach your destination.

If the character was chained up, they should be able to use this escape. How does anyone hold Eladrin prisoners?

Hey,

yes you can use encounter powers (as other powers) outside of combat.

For an encounter power to recharge you need a short rest, which means 5 minutes.

And for the chained up Eladrin to prevent from teleporting away you just have to make sure he does not see anything.
Because he has to see where he likes to teleport.

The rules clearly state that Encounter powers recover after a short rest. So out of combat, the Eladrin can teleport every 5 minutes, assuming he has time to rest.

As to your second question, Teleport requires line of sight. Blind (or blindfold) the Eladrin and he can't teleport.
