I need a spell that can do it. Any suggestions?

I think that there is an assassin spell which makes smoke walkable...maybe if your interested you can look for that

or a portal in an actual staircase
or a modified maze spell (??)

Slightly modified Permanencied teleportation circle at the top of however many flights you want to actually have? Circular staircase, so the party can't maintain line of sight very far. Activates at the end of the round anyone steps on it and takes them back down to the bottom...with any tell-tale symbols painted over or otherwise concealed. You should allow a save to notice it. Or relevant skill checks, stonecunning, etc.

As far as a spell to -actually- make a staircase endless....sounds Epic to me. Though the idea is simple, the magic seems big.

Oh wait, that's an Infinite Staircase.

A demiplane that's an inside-out world with gravity not quite lined up right. You can get an infinite staircase without anything teleporting you back to the start and thus no way to detect it. (Yeah, they could still detect being shifted to the demiplane in the first place but this could be done earlier before they are suspicious.)
