ok so no one helped with this, i actually had to go to the DMG myself and find this, but its based on monster role. i am not going to quote the entire table so just look in the DMG on page 184.

DMG 184 are guidelines for when you want to create a monster from scratch. No one referenced it because that is not what you asked. It does show us that monsters are not created the same way PC's are, though.

Bingo! NPCs get what they need to challenge PCs. As a DM, you have more things to worry about how a hit bonus was built up to be level appropriate. As a player, you don't need to deconstruct a stat block to figure out how to get a few more pluses to hit since they system has pretty much locked in your level appropriate attack bonus.
