The PC will be hampered, but may still be able to use Close range spells, and will definitely be able to use Touch range spells unless the opposing spellcaster has a death wish.
 

If it works, the NPC should use it. Pure and simple. If the shuts someone down or causes a TPK so be it. NPCs are as entitled to effective tactics as PCs are.

If a tactic is so strong that the only way around it is a "gentlemen's agreement" not to use it, it needs to be house ruled out of the system.
