Can said Wizard use up that 3rd level spell (which is in "limbo" since he can't cast it according to your interpretation) for Arcane Strike?

I don't mean for this to be a trick question, so don't forget, one of the prereqs for Arcane Strike is "Ability to cast 3rd-level arcane spells".

Same question, but assume a Wizard of 7th level being drained of 1 neg level by Enervation. Assume he could cast 2 4th level spells, but loses one do to Enervation. Could he fuel Arcane Strike with the "currently inaccessible" 4th level spell he has left?

Yes to the second case. The Sorcerer could also use the high-level spots to spontaneously cast lower level spells.

Let's say we have a character who has a Prestige Class with the requirement "Ability to cast 3rd-level arcane spells", who has cast all his 3rd level spells for the day. I think even though he doesn't have the ability to cast a 3rd level spell right now, he still meets the requirement.

Similarly, I think the Wizard still meets the prerequisite for Arcane Strike, and he still has the spell prepared, so he can sacrifice it.

Ditto the 7th level Wizard.

In neither case could they use the spell explicitly lost as a result of the negative level for Arcane Strike, though.

I think there is a difference between a Wizard who casts all his 3rd level spells for the day vs. a Wizard how still has 3rd level spells left to cast but is currently unable to cast them due to circumstances such as having a lowered effective caster level.

In either case, he has 3rd level spells on his Spells Per Day line. In either case, if you said to him "Cast a 3rd level spell!", he could not. They feel analogous to me.
