Enhancement bonus to armor help vs touch attack?

PHB 119 and PHB 125 both say that for purposes of touch attacks, ignore armor bonus, shield bonus, and natural armor bonus, but to include size modifier, dex modifier, and deflection bonus.

No mention of dodge bonus, though I'm sure it's included.

I'm not so sure about the enhancement bonus to armor. For example, does a person with Dex 10 and +1 leather armor have a touch AC of 10 or 11?

No, it doesn't. It enhances the AC of the armor so it doesn't count.

So that character's touch AC is 10.

That's right, enhancements work by raising the armor bonus of the equipment in question (see the table on DMG p. 177).

For your example, touch AC is 10.
