Enhancing the Charisma Stat: A fortune mechanic

I like the general idea of luck being represented in the Charisma score. My personal approach would be not to equate the two, but to say that luck is one of the things represented by that score. More broadly speaking, I think of Charisma as the degree to which a character's presence influences the world. It's easy to see how luck could fit into that understanding.

I don't think I would use the mechanic that Stalker proposed because I don't think it would have enough of the desired effect. I prefer something like CombatWombat's approach: just use lots of Charisma checks whenever the character tries to influence anything or whenever he is looking for some favorable circumstance in the environment.

The other thing you can do, as a DM, is have NPCs give charismatic PCs a lot of attention and occasional gifts or other benefits. People should NOTICE a highly charismatic PC to such a degree that the charisma-dumping players feel envious.
