Why were no WotC products included in the nominations?

The most glaring ommission seems to be Best Campaign Setting where Eberron wasn't even nominated. Is it because WotC didn't participate?

The submission period for the 2004 ENnies is May 1st until June 10th. Please do not submit products before or after this period.

1. Products released between June 1, 2003 and May 31, 2004 are eligible for this years awards.

Would explain Eberron, not being nominate regardless of other circumstances.
