A Sorceror with Heighten Spell can achieve that effect.... At 6th level, that 1st level Charm Person can become a 3rd level spell, with a DC 2 higher than it would be as a 1st level spell; a Wizard with Heighten Spell can do the same thing....

yes, Charm person at +2 DC and no move, or suggestion with a move action?

I know that was just an example.....but I believe that would be true for most spells.....

That's one of the reasons that Heighten Spell is better for Sorcerors than for Wizards - a Sorceror has a more limited spell list (a single 3rd level spell known at 6th level), but some of the lower-level spells (such as Charm Person) pretty much only become obsolete because everything resists them easily at later levels ... a situation which Heighten Spell fixes. Of course, if you have the ability to fill those higher level slots with basically any spell in the book (Wizard situation) then yes, much better to use Suggestion than a Heigtened-to-3rd Charm Person to get past the guard ... but when your only 3rd level spell is Fireball or Lightning Bolt, and Charm Person is the only way you can convince the guard to let you by, it can often beat loudly toasting him.
