Doesn't it actually mention the artifact rules being in the 4E DMG in that very article? Somewhere near the bottoms, near 'character hooks' or something to that effect.

Edit: Yup, just checked. Says it under the 'Immortality of Metal and Stone' bit below the Artifact Lord's abilities.

I'd be certainly disappointed if the Eternal Hero is _not_ in PHB1! It's totally iconic and easily my favorite
