Don't think it's that bad actually. You're still limited to the number of action points you have, though I could agree that the number of ways to get them are increasing rapidly (thinking of the Violet Solitaire from AV). It's a nice ability, sure, but nothing completely game wrecking.

Thanks, I misread it. I thought you could spend a "free" action point. That would be broken.

This is reasonable, though good.

I liked all three of these epic destinies but does anyone think that the Elf High Mage's Level 26 Utility power is a bit weak, or is this just an instance of an arcane controller character gaining a stronger than normal leader-like ability?

The ability to heal all your allies within 10 squares, let them make a saving throw, and give them a +1 to attack rolls for the remainder of the encounter (if they're an elf, eladrin or half-elf) is nothing to sneeze at.
 


Using the Sword of Kings ability on a Reliable power would basically turn an encounter power into an at-will. If you hit anyone, Sword of Kings makes sure it is unexpended. If you miss, Reliable keeps it unexpended.

Maybe you (or I) read it wrong, or maybe it's been changed in the article, but this doesn't follow.

Even if there were Reliable Encounter powers, Sword of Kings would be worthless for them. Basically, it makes one Encounter power you choose Reliable.

Well, if a power is reliable, then if you miss you don't expend it.

If you use Sword of Kings, then the power is only expended if you miss.

If you had both, then if you miss the power would not be expended (since it is reliable) and if you hit then the power would not be expended (vi SoK). So the power would never be expended.

Deadly Rickster is mentioned but not described. What gives? ;)

Never gonna give you up (21st level): When another creature marks a target you've marked, your mark also remains. If a third creature also marks the target, the second creature's mark is erased; yours still remains.

Never gonna let you down (24th level): Once per day, choose an ally. As long as that ally is conscious, whenever you would drop below 0 hit points you immediately gain hit points equal to a healing surge. This effect lasts until the end of the encounter.

Never gonna run around and desert you (30th level): Once per round, you may make a basic attack on your turn as a free action as long as you have kept at least one ally within five squares since the start of the encounter.

Rick Reroll -- Deadly Rickster Utility 26 Daily
Choose one: you reroll one die roll you just made and keep the higher result; or the DM rerolls one die roll he just made and keeps the lower result.
