Is the 3.0 Epic Level Handbook still the offical rules for Epics, or are the smaller set of rules in the 3.5 DMG the current standard? Or are they the same thing?

I think they are the same. Many of the feats from ELH have been updated in the complete and other books. Epic in 3.5 is scattered about.

Flexor, I think some epic rules where released into the SRD beyond what was in the DMG 3.5.

Close to the same, I believe. IIRC, there are some differences regarding the epic bonus feats. But yes, they're virtually the same, 3.5 Epic updates are scattered throughout a number of books, and most of the Epic rules have been released into the SRD, mostly updated to 3.5.
