Just curious, but how can a Bard ever qualify for this PrC? Bards can only cast up to 6th level spells.

You might want to make a part of the epic class that a character doesn't age while on his land. You may also want to specify that the character cannot die of old age either (make em an outsider) or something similar. Otherwise, the land is doomed to become blighted.

If they leave the area for any reason, they resume aging normally however.

This may be more than you want to do, but what if the qualities of his land gave him bonuses:

every 10 acres of farmland: +15 HP.
major city: +1 bonus to dominant spellcasting stat for purposes of bonus spells.
Minor rebellion: -1 to Concentration checks.
Major rebellion: -4 to Concentration checks.
Major hero in the land: +1 to Str.
etc...

There's also the Sublime Chord PrC, which eventually grants 9th level spontaneous arcane spells.
