I have one thing I'm going to try in my next campaign - and that is to add a lot of out-of-game time between individual adventures - anywhere from months to years. During that time, character will be able to decide what they do (train, join the military, get married, get involved in local politics, etc.) and at the same time, I'll be keeping track of greater events going on in the campaign world.
Each adventure, the characters will not only be more powerful, but also more involved in larger and larger events - events which have both a history and future ramifications, both for them and the entire game world.
By the way, I may allow the players to use matrix game arguments to accomplish this part of the campaign. For more info on matrix games, check out the following:
