indeed, but at the same time it basically bails them out of a troublesome rule regarding retraining of powers that basically strips people of potential if they retrain to a lower level power at some point.

so while it has nothing to do with retraining, it ends up fixing a potential problem with retraining of powers.

The RAW are lovely, but have you ever met a DM who would under no circumstances let a Warlock trade a least for a lesser power if he had already treaded in the opposite direction? No one is going to say "oh, look, you have all least powers and can't get any more powerful abilities back"

The only person I've ever heard of enforcing the rules strictly as written to the letter was Gary Gygax... and he wrote the rules in the first place, so that was his right.

problem is that if you replace it by a lesser level power, you cant go back up again at a later time. why? because its only equal or lesser, not greater. and its relative to the power being replaced...

Simple. Just like when a half-elf uses their racial ability and takes an at-will power and it becomes an encounter power... the rules in that regard are fluid.

So if you have a 2nd level power, and chose to take something that is a 1st level power where you retrain... it is the same power, but for you it is a 2nd level power.
