You are right that this would be a quick and easy weapon for peasants to hammer out in a big hurry. IMO, SJG got it messed up a little bit. Here are few links about the Scramasax:

Hmm... well, close enough for me! I guess it is logical to think that people would want to decorate their weapons, even if it's a piece of total crap.

Looking at the picture, it's seems to me that it was pounded out of a bar, with no folds or welds, making it a quick-and-dirty weapon which could be cranked out in great numbers in a big hurry. Thanks for bringing this up. Guess what the goblinoids are going to be carrying in my homebrew, from here on out....

Great to hear that I could be of help! If I may, I'd like to give potential rules for them below. It'll help press the crappiness value of them a bit beyond flavor text and will be close to what SG Games gave for a scramasax type blade.

30% cost
Dull: - 1 from critical threat range (minimum range: 20), downgraded damage die (or -1 damage, DM's call)
50% HP
75% Hardness
Can not be mastercrafted.

On a RP note, whenever a Goblin, Orc, or other being wealding one of these critically misses it might be a good idea to have the weapon break for some reason. This'll amuse the players and make it clear how inferior the weapons are.

With experenced goblinoids like leaders it might be a good idea to give them normal weapons... taken from dead human(oid)s of course. ;)

I have the mental image of the Magic card with the orcs picking their noses and wearing a colander as a helmet stuck in my head....

Mmm. If the goblins are partiuclarly scummy, perhaps the weapons should be treated as poisoned, with a chance of contracting tetan---, um, tetonou--, um...lockjaw, if a crit is inflicted.
