lol thats pretty much how I run 'Thieves Guilds' imc

most cities will have a small set of Fences (often runing Pawn shops) who are generally licenced and pay a portion of their profits to the city ruler(s)
These Fences will have a network of suppliers (ie organised gangs) who might include smugglers, burglars, Night pot collectors, pimps, stoolies, alchemist and mage guilds, and of course adventurers:) as well as his own enforcers.

The enforcers keep the gangs in check, the gangs hold their own turf and keep pressure on the streetrats (cut purses and pickpockets) and so everything balances in the end.

Its not an organised Guild but it does have a structure...
 

Read "Wiseguy" or watch "Goodfellas." The modern American Thieves' Guild. The Mafia has always been about theft, it's their primary source of cash (according to Henry Hill).

I'd recommend reading the book over seeing the movie. MUCH more details, especially on the JFK robbery. $17M was stolen from Lufthansa Airlines, which was the airline used to bring U.S. cash back from the money exchanges in Europe. Thanks, Ourph, for the historical and interesting info. I've got some of that concept going into my campaign already, but now it will have more details/facts.
