Everything Thieves Guilds Do

If the Guild is very sophisticated...

Openly or organizing front organizations to:

Provide Health care & retirement plans for guild members or their families;

Do charitable acts within their neighborhoods to keep the locals happy with them;

Back laws, candidates or established politicians that would make life easier for the Guild;

Influence Peddling & Introductions;

Skimming from gov't or private contracts;

Providing "Security"- a great front for drug running, skimming and other crimes;

Serve to the Crown while helping themselves- see "Privateers" or "Spymasters"

So, basically everything our current government does?

....Are you saying our government is nothing but a glorified thieves' guild?

;)

Begging's for the Baggars' Guild, assassinating for the Assassins' Guild.

I like Discworld's (Ankh-Morpork's) take on guilds: The Patrician thought that when there has to be crime, it can as well be organized. There's an official Thieves' Guild. They have a certain quota of thieving, which is enforced. They must steal/rob/burglarize a certain amount of money each year. When you're robbed, you get a receipt so noone gets robbed too often or too much. Many people intentionally let themselves be robbed at the beginning of the year, to get it over with.

Of course, they're also expected to keep unlicensed thieving down. If you'r a thief who's not in the guild, you're lucky if the watch catches you. They'll only put you in the cells. If the Thieves' Guild gets you.....

It's at once a quite funny concept and strangely makes sense somehow - just like most things about the Discworld.

Something to add for flavor:

La Cour Des Miracles
It existed during the 16th-18th centuries, here in Paris (France). There was a huge number of destitutes and beggars at the time. In Paris they had taken residence in a certain district all around a place called "La Cour Des Miracles", which can be translated into "The Miracles' Court." The place had got the name for at night all the destitutes lost their infirmities and became normal again, up until the next day when they would resume their fake ailments for begging purposes. Paris' organized crime was located in this district, and its inhabitants had even elected ther own king (the Thieves' Guild's master?), in mockery of the true king of France. Eventually, this was seen as a real threat against the monarchy by the government, which sent the army to eradicate it. Buildings were burned, and up to 60,000 beggars and destitute were finally sent to the galleys (after having been marked with red-hot iron on the skin).
