Evil Genius.

I'm basing these off of the idea that when the mad scientist changes time, a new, parallel dimension is created, so paradoxes cannot exist.

1) To build a war council of the greatest minds ever seen upon the Earth. Alexander, Machiavelli, Napoleon, etc...

2) To gather DNA from the fiercest predators for cloning and genetic engineering.

3) To abduct a younger version of himself to mentor and become the perfect heir to his empire.

I'm looking forward to seeing what you guys think.

I will suggest to download (free!) the Netbook of Time (website's URL; see the download page). This work was done for D&D 3.0, but there is some advice on how to deal with time paradoxes and such.

By the way: I have read a scientific theory that stipulates that information can go backward in time without being able to modify the timeline of events between sending and receiving of info.

I am not so sure an evil genius needs to have many solid reasons for doing anything that they do. I mean there is the generic, 'take over the world' but then there are a dozen other 'good' reasons: revenge, proving those people wrong who, at the unversity, called him 'mad' and so on. A time machine would be wrought with troublemaking opportunities.

heck

In some cases, I'm sure just the threat of meddling with the timeline will get you rather far. If the genius can prove that he can travel along the timeline, then he would be rather powerful, able to force people to do his will or face oblivion.
