Evocation spells in R&R:Excalibur

In R&R:Excalibur p. 101, There are some modifications about Evocation spells..

Casting such a spell is also more difficult in this setting, and more time - twice the duration listed, for spells from the Player's Handbook or other books.

So, if I cast fireball(originally 1 standard action), is it full-round action or 2 rounds?

Strictly as written, it's 2 standard actions, which means 2 rounds.

I get the feeling they should have just banned these spells. And Conjuration too, going by how that school's turning into a no-SR Evocation clone.
