Examples of good sandbox campaigns

Personally I want/need the sandbox to have its encounter areas (quests, dungeons, what have you) fully statted out. (The actual edition matters much less. In fact, "Fighter 7" or "Goblin Boss" is enough)

But what I can't work with is when you only get ideas, suggestions and the likes. I need the maps, the NPCs, the monsters etc. I can extend content, but I'm not as good with creating it from scratch.

Ideally for every quest the players choose there are three (or ten) they skipped, giving off an expansive feeling. Like the feeling you get when you're playing a CRPG and there's always one more quest you didn't see! Ideally the material would support more than one play-thru (that is, the same set of players creating a new level 1 party when their old party has levelled "out" of the content)

There was an extensive series of short, loosely linked in some cases, adventures published for 4E in Dungeon magazine called The Chaos Scar. I'm sure you can find lists of the various adventures and levels scattered across the interwebz. In any event, a single month's subscription to Insider (which costs something like $10) will allow you to download every issue of Dungeon and Dragon magazines (the latter of which includes some player support articles for certain adventures if my memory serves).

In some ways, this adventure series is a deliberate sandbox reinterpretation of Keep on the Borderlands....
