Exotic Armor Proficiency (Underdark)

I am a bit confused about this feat. The description implies the feat applies to all the armors in the book, but the armor listing uses the superscript 1 to denote which for which armors this feat is required. Furthermore, the superscript is only used on one armor and it's not even the armor mentioned by the example in the feat's write-up. Is it all the armors or not?

Also, let's say it applies to all armors. The only ones that seem worth it over standard armors are the light ones for high-dex rogues. Those cost so much that one might as well get the masterwork versions, in which case the feat would be unneccessary as the armor check drops to 0 and all the penalties go away. Is this right?

The Feat mentions two exotic armors, and three of the armors in the book state (at the beginning of their write-up) that they're exotic. So the table just misses a couple of these (1)'s

I think it applies to a single type of armor, not to all of them.
 

I believe that the Exotic Armors in the book are presented as such in thier descriptions. Thus Feeler Plate, Nightscale, and Spidersilk are Exotic Armors as thier descriptions presents them as such. The superscript note (1) is missing form Feeler Plate and Nightscale in Table 5-2 but I believe that is only an error. I do not believe that Exotic Armor Proficiency Feat says that it applies to all armors in the book rather that it states that it applies for all Exotic Armors (one type of Exotic Armor per feat). I believe that Heavy Plate, Stonemail, and Chitine web are not and should not be Exotic Armors. I think that Tentacled Hide is not an Exotic Armor as per the book but should probably be an Exotic Armor.

Ok, so they have the Exotic Armor feat and it only applies to Feeler Plate, Nightscale, and Spidersilk. But you don't need it for Nightscale since the armor check penalty is 0 so there would be no adverse effects. And you don't need it for Spidersilk either if you get the masterwork version; the MW cost is 20% of the armor's cost, so if you can afford the armor you can afford the MW version.

So we're left with the feat basically applying to only one armor. Why even write it up?

I do not particularly like how the mechanism is written up. IMO it would have been better if the exotic armors had a specific bonuses that were outline in thier descriptions that were only avaliable if one took the Exotic Armor feat. For example Nightscale could act like Leather armor unless you took the Exotic Armor feat, Spidersilk could act like Studded leather, Tentacled Hide could act like Hide, and Feeler Plate could act like Full plate.
