Eyes of charming vs. Mirror of Suggestion

I'm confused about these two items and was hoping that someone might see something that I missed.

Eyes of Charming (from the DMG, p. 216) grants the user a gaze attack with the effect of Charm Person, a 1st level spell. The item costs 56,000 GP.

A Mirror of Suggestion (from the PsiHB, p.133) grants the wielder a gaze attact with the effect of Suggestion, a 2nd level power. The item costs 12,000 GP.

I don't see any other significant difference between these two items. Does anyone have any idea why the item with the higher level effect is the cheaper one?

Eyes of Charming are a set of glasses you can wear all the time.

Mirror of suggestion is a small mirror you have to pull out of a pocket (whilst not currently holding anything) and start waving at the 'bad' guys. Check out the rules for hitting an object held in a hand and you'll realise this magic item will get destoyed the first time its used :)


That's part of an explanation at least.
 

Most of the Mirrors in the DMG are big:

From the SRD:
Mirror of Life Trapping
This crystal device is usually about 4 feet square and framed in metal or wood.

Mirror of Mental Prowess
This mirror resembles an ordinary looking glass 5 feet tall by 2 feet wide.

Mirror of Opposition
This item resembles a normal mirror about 4 feet long and 3 feet wide.

This usually accounts for the lower cost of DMG items.

The Mirror of Suggestion has some other limitations over simply casting the spell which might apply to it's lower cost:

Small hand mirror
30' max range
Gaze attack rules with not directed gaze (simple to defeat - close eyes to avoid having to make the save).
Limited Gaze aattack (only against one creature per round).
Low save DC (Will DC 13)
