Faerie race

I'm developing a new race of fey faeries for my world (for a npc not a pc). They are going to be no larger than tiny size and most likely smaller (in other words weapons will do d1 damage). Additionally they are going to have a severe strength penalty (about -6) and a charisma bonus (+4). I am going to give them a additional boost to either int or wis probably of the +2 variety. They will also probably be getting a +2 to Will saves vs. enchantments and maybe also to illusions. I'm not sure what skills to give them bonuses to if any. They have automatic languages of common and sylvan and a favored class of sorceror.

Now my question: What ECL should I make this race and what suggestions do you have for tweeking it to make it more balanced?

I would develop the entire fey and then decide on the ECL. That way you can take everything into account, or anyone you ask can help you make a judgement call.

One thing to consider, if you go diminutive, you can force them to have a Str of a 1, and not even roll (going by Chapter 5 in the MM). They'll be very dependent on an exceptional Dex.
 


If it's an NPC race, why would you need an ECL? Just curious... (I think EVERYTHING with an intelligence should have a level adjustment)

It is an npc race, but I hate putting in a npc who is either too powerful or completely ineffective. If its too powerful it kills too many baddies and ruins the experience for my players and if its too weak it usually dies before i get a chance to divulge its secrets that make it integral to succcessfully completing the mission. Said npc is going to be very wary of the two pcs in my campaign and I believe it may take several sessions before it trusts the pc's.
 

Without the entire write-up, I'm gonna say at least ECL +1. Sure, you do pitiful damage, but you've also got a got AC and attack bonus due to size and bonuses to Hide. These guys aren't going to be in the front lines either with a -6 Str. Almost certainly they'll be Bards or Sorcerers, and strong ones at that, which means the penalty to Str is going to matter much less.

AND THEY'RE OFF! Fluttersong is rounding the first curve, followed by Twinkleberry and Flit. Two lengths back is Frostblossom and Firewing. And here comes Mosswing up the outside!
