For Angels an arcane Summoning is likely an ethically grey act as it binds the creature summoned and gives power over it. Angels are typically Called by clerics and divine casters, but either way it's likely very high level PCs (9th-10th) might have a chance of bringing one to them with arcane or divine use.

The primary D&Dism to remember is PCs can't go to the Outer Planes. Well, at least unless one uses Planescape as their setting. The Outer Planes are beyond the comprehension of mortal minds (including the players) and beyond the realm of adventure.

Fallen angels would be cool. Evil angels are liable to cause a lot of unwanted attention to the game.

And "angels of [noun]" simply sounds like top end Level 10 monsters that pick a suite of powers every day. In fact, that might include their physical manifestation and other abilities. I posted about making Suites before and giving high level creatures greater flexibility with large numbers of powers, but limiting them each day as with spell preparation.
