The PHB says "Hit dice: Treat as the master's character level (for effects related to hit dice). Use the familiar's normal total if it is higher.

Does this mean that a familiar gets to advance as a Magical Beast per the rules in the MM?

That's a grey area. The advancement of the familair is dierectly linked to the leveling of the wizard. That's why they share all those abilites. Giving the familiar actual advancement will get bonuses that don't stack, so it might be a while before the familiar advanacement actually has game effect.
 

No. Feat are not "effects related to hit dice", they are something gained through advancement. The statment is mean for spells or abilities that have variable effects based on target hit die, or for determining what abilities a celestial/fiendish familar has.

I have been playing it this way. Seems to work just fine.
