Are there any offical stats for a monkey familiar? If you could tell me what book and what page, that would be great.

Crystal Keep's Index of Creatures has a large list of published alternative familiars, including all the ones from Tome&Blood, and a bunch from Dragon Magazine.

Here ya go:

Monkey (Dragon 277, p65)
Lvl: 1
Bonus to Master: +2 to Pick Pocket checks
Popular with: Halflings, Rogues
 

Make sure to give your monkey some CLW potions. Comes in handy when you (or anyone else in the party) fall unconscious in battle...

I'm the writer for Mongoose's upcoming "Encyclopedia Arcane: Familiars- Crouching Monkey, Hidden Toad"... if you are looking for a monkey familiar it'll be stat'd out for you when this bad boy hits the shelves in June... not to mention scarab beetles, penguins, raccoons, and other creatures!

How are you guys planning to deal with the overlap with familiars published in, say, Dragon Magazine and Tome & Blood?

Sounds like the T&B ones will be in the 3.5 DMG, and thus OGL. But monkey and raccon familars have already occured in Dragon for example (DR280 p61 for raccoon).
 

The EA:Familiars book presents a "Top Ten" most wanted familiars (based off of a thread I did here last summer) so although there might be some overlap they are probably treated differently from those presented elsewhere (i.e. not in the MM) by WotC... also a couple familiars from the core (like the toad) get a slight change to the boon they provide... Finally, rules are provided that detail how to determine an approriate boon for animals not "familiarized" and a list of boons for every creature in the MM with a CR level of 13 or less... for those who like to get the most out of their familiars ;-)

Is this serious? In what kind of game would a CR13 familiar be appropriate?

What about the Improved Familiar feat being given an Epic counterpart, "Supreme Familiar" ... ?

Perhaps your Wizard(20)/Demonlogist(20) has an Erinyes as a familiar, rather than a "mere" Imp or Quasit.

Perhaps your Sorceror(20)/Elemental Savant(20) has better than a tiny elemental for her familiar.

Most campaigns won't have a need or use for such powerful beings as familiars.

But some might be glad of rules addressing the issue, indeed.

Well, for starters, do you honestly see a Dragon with levels of Wizard flying around with a Toad on his shoulder? Dire Toad, maybe. But if I'm going to do something that wicked to my PC's, he's going to have something sweet, like a Hell Hound/Blink Dog hybrid, or maybe a Rogue/Blackgaurd/Shadowdancer. Ooo, I'm inspired.:D
