Fast Healing and Negative HP

Firstly I got into a discussion on how this worked when unconscious. You regain HP while sleeping so why would this not work then too?

I do see there might be something with Negative HP since you're dying. Anyone know how to rule this and know any source that would explain?

To put it quite simply can fast healing work when you're unconscious in general and when you're suffering negative HP?
