Replace the Mind Blast power of the Flayer with the Psionic Blast Power.

Telepathy [Mind-Affecting]
Level: Psion/wilder 3
Display: Auditory
Manifesting Time: 1 standard action
Range: 30 ft.
Area: 30-ft. cone-shaped burst
Duration: Instantaneous
Saving Throw: Will negates
Power Resistance: Yes
Power Points: 5

The air ripples with the force of your mental attack, which blasts the minds of all creatures in range. Psionic blast stuns all affected creatures for 1 round.
Augment

For every 2 additional power points you spend, the duration of the stun effect increases by 1 round.

Third, although considered stunned, the victim can still make a move action (as in nauseated).
That sounds very similar to the way mindblast will work in 4E. I've been thinking about using that variant myself.

Depending on how challenging you want the encounter to become you could add 2+ grimlocks with class levels (rogue or barbarian) to deflect some actions away from the mind flayer. You have be careful about the maneuvering, though, otherwise they'll be caught in the mindblasts, as well.

If you want the party to fear the mind flayer, for goodness sake don't pit it in a stand up fight against them.

Have it talk to them via telepathy from out of sight. It has Suggestion at will, which it can deliver telepathically, so have it stir things up between the party. Try to get them jumping at shadows, scared of what is going to be out there, where the voices are coming from.

That's my primary recommendation for making an encounter with a mind flayer scary.
