Is this basically a curiously described way of saying you can feint very effectively, so it's only a move-eq instead of standard action?

It sounds more like a non-combat magic trick type of thing, but the only advantage mentioned is it's combat utility, and from the way that is described, I would not think it would work more than once a combat.

Well, as written there's also the fact it's opposed by a Spot check rather than Sense Motive, but yeah, that's basically what it is.
 

It is equivalent to the Gladiator's ability to bluff as a move-equivalent rather than a standard action.

Either way, you feint and then poke 'em where it hurts...
 

But it's not just for attacking. If you are successful, any action you take goes unnoticed. So, you could drink a potion, attempt a grapple, sheath a weapon, pick up an unattended/dropped item in a foe's square...ANYTHING...and NOT provoke an AoO.
