Feat Question

Wow, that's getting REALLY nit-picky.

I ASSUME everything happens relatively simultaneously... it would be dumb if you were REQUIRED to pick your feat before getting that 13 Dex so you can pick up Expertise.

PHB p. 77 says that you can acquire a feat at the same level you gain the prereq. So if you wanted the feat Dodge, for example, you could take it the same level as you receive your new ability point from leveling.

Which do you get first, the ability increase or the feat, or are they simultaneous (sp?)? In otherwords, if you are a fighter and you get both an ablility increase and a bonus feat at 8th level, your dex is 12, and you want a feat that requires a dex of 13, can you when you level to 8th, increase you dex to 13 and take the feat or do you have to raise you dex this level and take the feat next?

There's a section in the PHB that discusses the order of what you do when upon levelling. I think it's somewhere near the middle of the book, just before the magic section.

Follow the order in the PH on pages 145-146 and you will not have too many problems. In this case, you would get you ability score increase and qualify for your feat.

About holding a feat, if I let it happen I would not let any new levels and benefits count for meeting prerequisites. So if that rogue chose his first level feat at 2nd level, I would not allow him to choose Weapon Finesse because at first level he was still +0 BAB.

It is in Chapter 9: Adventuring under the section on Experience and Levels and the sub-header of Level Advancement, page 145 in my PHB, where it lists the order you do things when you level up.
