Feather fall vs. Downdraft

Would a character using a spell or ring of Feather Fall, or a creature with a constant Feather Fall effect (such as a beholder), be affected by (or stop the effects of) the Downdraft spell (SC pg. 72)? The spell description makes it sound as if the character is being pushed downwards by a column of turbulent air, and not just falling. Would that keep the Feather Fall from working properly?

I think of it this way. If you're featherfalling, you are descending at a rate of 60 ft. per round. If you're flying in a straight line, you are descending at a rate of 0 ft. per round. Downdraft can knock the flyer out of the sky, so it makes sense that it can do the same to someone featherfalling, who was, after all, already falling.
