Since AL is the red haired step child of WOTC support. If they are adding free feats even before the third play test goes to survey, feats are going to be a thing.
Grr rant rant. So they either listening to only what they want to hear, or just doing this to say, "Well we got good feedback."

If you implying that AL gets a significant amount of attention in rule design, you are not using the red headed step child aphorism correctly.

I thought WotC had said somewhere that they were only making the 1st level (background) feat[ure] be required?

They said in one of the videos that there will be a feat that is basically just an ASI at the appropriate level. It's a compromise for "optional feats". I don't play with feats but I'm good with this compromise.

Or, they got such positive feedback on background feats in the first two surveys that they feel pretty confident in this change. It was the top-scoring item, close to 90% approval.

Besides, they have already released 5E backgrounds that grant feats, so this levels the playing field for all the other backgrounds.

Jeremy Crawford spoke outloud that when things rate 90% or more, fans 'don't just want this, they want exactly this.' The head guy in charge of rules is clearly saying that feats are happening, ASIs are a feat in the playtest. This was done to preserve backward compatibility. If you don't want feats in your game, just give the ASI option only in your session zero.
