Feats: stupidly simple basic questions!

Is this correct?

(1) A character gets a feat at 1st level, 3rd level, and every 3rd level after that.

(My books are in a dusty box far away, and I can't for the life of me find this info in the SRD! Is this one of those "effects of experience" restriction in the d20 license?)

And, based on the rules for monsters with class levels, is my interpretation here correct?

(2) A monster get a feat for its first HD, its third HD, and every third HD after that, regardless of whether those HD are racial or class HD. So for example, a 3HD bugbear rog1 get 2 feats (one for 1st HD, one for 3rd HD, but not one for 1st rogue level as a PC race would.)

Both items #1 and #2 are correct as you have interpreted them.

Yeah, d20srd.org is my main reference. I just noticed yesterday that it doesn't contain the feat progression for general advancement (as opposed to bonus feat for classes, etc).
