Yes. The teleport section of the PHB specifies that you can even teleport while immobilized by physical immobilizing effects.

page 286 defines how teleport interacts with immobilized. Other than that, you can't teleport if you are blinded (must be able to see your destination) or unable to take actions. The line of sight issue could be a problem; perhaps the best way to hold an eladrin is with a blindfold or an area of darkness.

If a Ghoul Hits me and I am Immobilized and I fey step away am I still Immobilized?

If a Ettercap hits me with a Web and I am Immobilized and I fey step away am I still Immobilized?

If the answers are different is there a rule that supports this?

I don't have my books with me, but I think it would depend on if the Effect is on you specifically, or if it's a result of a Zone.

So the answer to both of the above, would be that your are immobilized in your new spot.

If you were in the Zone of a Web spell, you could probably teleport out of it and not be immobilized.

And DM's could always make a specific ruling depending on the fluff of the power/effect that caused you to be immobilized.

PHB pg 286 said:
Immobilized: Being immobilized doesn’t prevent you from teleporting. If you were immobilized because of a physical effect, such as a creature grabbing you, you can teleport away and are no longer immobilized or restrained, if applicable. If you were immobilized because of an effect on your mind or body, teleporting does not end that effect; you’re still immobilized when you reach your destination.

So, in the case of the ghoul, you would still be immobilized, whereas in the case of the Ettercap's webs, you would not.
