Begin with an explanation of the setting and what the CORE STORY is.

Then give the rules.

Then explore the setting.

I like the fiction to be scattered in the book, relevant to the section it precedes.

The setting data should be in one location, with the rules for the setting placed neatly within it.

I don't care which comes first, but I do like a setting synopsis in the first chapter.

And the fiction should be entertaining to read.
 

I voted setting first, fiction second, but tend to like books where the fiction and setting are woven round each other - e.g short intro fiction. Setting details (high level), next fiction excerpt, more setting info and then finish up fiction before rules content.
