Finally, in PHB2, WINGS!

If limiting flight results is smoother combats and easier play, then I'd call 4e's implementation a success in that regard.
But you don't have to grant a fly speed to actually, you know, fly. If you have a power that lets you shift X squares ignoring difficult terrain, that works as a short flight.

When I designed my winged dragonborn rules, I looked at the rogue's Great Leap and Leap of the Clouds, at the wizard's Fly and Mass Fly, at the warlock's Wings of the Fiend and other powers that granted such mobility. Then I decided that I wanted the winged dragonborn to start similar to Disney's Gargoyles, using their wings to jump real far (and then I envisioned dragonborn knights leaping/climbing up a sheer cliff towards a tiefling fortress). Only select few managed enough stamina to remain aloft for a short while, and only the true elite were able to cross the kingdom flying, to counter a surprise invasion from the tieflings.

I wanted a dragonborn character, even at Heroic levels, to LEAP up as part of a charge and knock a flying opponent to the ground, where the true battle took place.

I wanted dragonborn troopers to be carried up high in the back of a wyvern or dragon, and then glide down like parachutists towards a foe flying lower (maybe an evil dragon or a flying fortress?).

And most of all, I wanted the dragonborn to NOT rely on missile fire from on high. I wanted them to be mainly melee characters, who used flight as a tactical maneuver, like a dragoon rides into battle but dismounts to fight.
