It sure deals a lot of damage.
Its AC is really high, most solo brutes only have 18 at that level. Brutes have a lot of HP, so giving it soldier like AC is going to make it nigh unkillable.
I'm not sure +2 attack is the way to go with rage, its going to add a LOT of damage to what the party is already taking. Add in recharge of its powers, 3 free attacks, +5 damage and you are looking at a TPK.

I think you've made a mistake in bloodied rage. It says "while bloodied the rage drake automatically ends all effects a save can end"
This would mean that no save could stay in effect.
I'm sure you meant "when"; as a one time affect I would put it in the Rampage ability, so it triggers off as that is used; just for clarity.

The damage immediately after being bloodied will be huge, with the draconic fury quite possibly hitting with all three parts. Do the powers recharge, then get expended instantly, or do they remain recharged until used outside of Bloodied Rampage? I'm not quite sure how the RAW would interpret that, so just wondering.

Oh, and Bloodied Rampage could completely fail if the Drake is damaged by a ranged attack, and no-one is standing near it when it gets bloodied. Is this intended?

I was assuming that the abilities got used up immediately after recharging. If the drake used its charge ability when it became bloodied that would allow for getting hit by ranged attacks.

Firstly he is a level 4 solo, typo on my part, and he only ends any saves once upon entering the rage, and the recharged powers arent used as free actions, and bloodied rampage should say the drake immediately uses draconic fury or knockdown sweep not both, typo on my part. Secondly if he is bloodied by a range attack, bloodied rampage is just to show the uncontrollable fury the rage drake enters, so he would technically waste a draconic fury or knockdown sweep.

I play tested with it pitting it against 4 level 4 characters that our group uses in our current campaign, the drake won but it came down to the last few rolls of the die, and the drake was luckier that day.

Not trying to sound snobbish or anything, but I'm not surprised they died. A level 4 solo should loose to 4 level 4 players. It's an mid difficulty encounter. Your drake's bloodied rage is extremely powerful. Dragons get a bonus attack when bloodied. Your drake gets a bonus attack, +2 to hit, +5 damage. That's about as good as doubling the number of attacks it gets. The efficacy of a +2 to hit is amplified for a brute, which tends to have lower attack values and good damage.
