Yeah, the problem is keeping your enemies at distance. The player knows that they have to get close, but they also know that they can't get too far away from the party. In the end it's all about balancing the encounter to the right level of difficulty that you need it to be.

Yeah, the problem is keeping them at distance. The player knows they have to get closer to get the touch ac, and certain bonuses dependent on archetype or if they get a bonus to damage for being in the first range increment. (I think, I could be wrong there) But they also know that if they go in alone they'll get chewed up. It all comes down to how you rule the level of tech on guns and what the players are willing to do and how far they're willing to go on one fight.
 

Actually the guns are pretty balanced, first they are awful expense even with Gunsmithing to use, so keep track of ammo. Second with the reload even with the feats will slow down damage output as opposed to a archer of the same level. I have GMed them and played them and as written I do not see an issue when compared to other classes (take the magus for instance). The touch AC has not really be an issue to me
