thats so silly. If a guy is shooting arrows at my back, you better believe i will be diverting my attention to both targets.

Realistically, the guy at range would never fire in this situation because he'd be worried about killing his friend.

No flanking bonus but being allowed to shoot without penalty is a gaming compromise.

It's exception based game design. Simple limited rules allow you to add cool exceptions later.

Having flanking work the way it does allows you to add in a feat or feats that let you flank from range later.
