D&D 4E Flavor Powers in 4E?

Or is it. 4E seems to itemize things into combat/non combat. Combat items are then cut down into Powers/Maneuvers which have to be itemized and created for a variety of levels.
This is obviously labor intensive, and frankly is probably the reason why Bards/Barbarians/Druids are not in the game.

If everything else "not combat" is a ritual, are those items getting the same level of attention?
Does a Lower Water ritual make sense to be created, and if so, will people chose it, and how easy will it be to use.

As a spell, Lower Water or Water Breathing, the resource utilization is clear. Fireball has the utility of doing damage....but say going into a watery sewer Lower Water or Water Breathing might be more effective. People are much more likely to use situational powers if the cost is manageable, (Ok I will only prepare 1 Flame Strike today for example for a Druid). If a ritual is a 1 time thing a day......not so much.

The answer would seem to be that abilities like what Monte Cook often designs something like "Familiarity with Magic" which gives a + X bonus to saves vs magic and is described as a bonus resulting from the characters study are not going to be in.

This is a shame if true....will the boost might be negligible, the advantage comes from the role playing possibilities.

There seem to be a lot of assumptions in this thread which can be confirmed or denied only when we get a large and concrete preview of non-combat rituals, or when the books come out. Until then, this speculation is, IMO, worse than useless.
