flying and tumble checks

If you have a fly speed, no matter where you got it, flying is normal movement for you. Creatures with a climb speed or swim speed can tumble while doing so.

I think that adding penalties for less than good manuverability is probably the thing that makes the most sense.

I say good because IMHO it best emulates manueverability on the ground.

No need to penalize them, they already have to take the -10 to tumble fast enough to keep flying if they're less than good maneuverability, unless all they do is tumble-fly in a forward-only line. If they try to tumble-fly and maneuver, they fall right out of the sky.
